The Peoria City Council tonight voted 5-1 to approve Shea Homes’ proposal to rezone 360 acres of land adjacent to its Trilogy® at Vistancia community. Shea will build more high-quality age-restricted homes and add amenities to the community as part of its plans.
The Council’s vote marks the second time in as many months that the project has won approval. The City’s Planning and Zoning Commission last month voted unanimously to recommend Council passage of the plan.
Trilogy® Members turned out to discuss the project.

It was enlightening to hear stories of how many of you arrived at Trilogy® and we are truly humbled you chose us as your lifestyle destination. Our biggest takeaway was how so many of you passionately love the “Trilogy” experience and do not want to see that go away,” said Hal Looney, Area President, Shea Homes.
Yesterday, Council member Cathy Carlat asked Shea to eliminate 4,000 square foot lots from its proposal. Tonight, Shea agreed to the request.
“As we move forward, we are committed to continuing your existing Trilogy® experience and further enhancing that experience by upholding the quality standards so many of you made clear you love and hold so dear. While there may be slight bumps in the road, we will do our best to swiftly resolve them in the best interests of the community,” Looney said.
Shea has made several adjustments to its plans in response to City and resident feedback.
The plan to build no more than 1,016 new homes would include the same residential requirements for homebuyers, result in the construction of a second clubhouse, resort swimming pool, and more tennis courts and lead to the expansion of Member programs and event opportunities.
